No, unless you can run Pd or a terminal on your phone ;-)
Just get a temporary internet connection for your computer (you can open
a hotspot on your mobile phone) or use another computer to download the
libraries.
Note that your problem is not specific to Pd, you will run into this
issue when trying to get plugins for *any* program without having an
internet connection.

Always try to download externals with Deken (Pd's package
manager): Help -> Find externals. For zexy, just type "zexy"
and pick the first result. By default, Deken only shows the
packages matching your architecture (others appear greyed out).
