In my experience, Microsoft products such as Word, Excel, and Powerpoint have only basic bookmarking and TOC support for PDF. If you require the TOC/section numbers to appear in your PDF, you may look into a third party plugin such as Compose from Infodata that has very powerful bookmarking and TOC tools and will do what you require. I've used this product in the past and it is a big time saver and great product.
