[PDF-Basics] Photoshop to PDF

I am hoping to create an A4 colour document in Photoshop, saved as a PDF file, preferably with a file size under 250kb - which is emailable and printable for either a home or office printer.   So far I have only been able to achieve 570kb at best.   I initially used 300dpi, but have dropped it to 200dpi as it is not going to print, but to a lan or home printer.   I have tried all sorts of options, but I only manage to obtain a poor quality document.   Is there an other option, or am I out of luck? I have received so many small files of the type I require, but I can't seem to create them myself.   Regards,   andym......
