I converted the image and brought it into Quark. (I even tried a couple
different ones) Images AND the entire Quark document colors are dull.

Oh, yes.
Don't ever let Quark convert your RGB images to CMYK. That's trouble just
waiting to happen.

I've seen what sounds like the same thing happen when RGB images were not
converted to CMYK prior to postscripting in a pdf workflow.
