if those functions are independent enough it would be worth to
create a
new gnulib module providing them.
wget implementation is kind of hacky stuff, i would have a look at
think about how easily it is portable.
I think that the code in url.c is quite decoupled from the wget
codebase. Anyway, I am talking with the wget maintainer about making a
gnulib module with the code on those files. I don't like the idea of
depending on libcurl even if the http filesystem is not built.
