The objective is kind of confusing.
It seems like the idea is to submit the data to "one END", which will merge the data and the PDF form into one document. Isn't that "one END" is acting just like a "CGI" program (lets treat that as a black box first)? So, if the concern is the users may not be connected to the internet, then how will they be able to submit their data to that "one END"? Is there something missing?
For the users to submit data, there needs to be a corresponding CGI (or what ever program) at a server somewhere. The wokflow you mentioned needs to be rethink again.

Here is my situation:
I have a pdf form and an html for that corresponds with the first part of the pdf form. The html form is scripted such that it saves the html form data as a text file on the user's desktop. I want to set up the pdf form so that the users can email the file and the data can be merged into the pdf form, saved, and printed.
I can't use a server-side script for this, because there is no guarantee that the users will be connected to the internet while they filll out the html. The plan is for a person at the receiving end (who has a full and liscensed copy of Acrobat Professional to merge the data into the pdf form, save the form, and print the form. What I need is a way for the html data to be automatically merged into the pdf form. Beyond that, I also need to make this a batch process because there may be a very high volume of incoming emails. The printing aspect of this is incidental because I can do that after the data is merged and the pdf is saved.
Is there any way to merge the html form data in this way?
