I don't know if there is a fully automated tool, but I would question how good of a job it would do if there is. In PDF, figuring our what the label of a form is programmatically is really a guessing game. Is it the text above the field, below the field or to the left? Somethimes there are groupings of fields such as a social security number implemented as three fields that need to be described as such. To get this right a tool needs human input or else the form won't really be accessible.

Hello,

Does anyone know of a PDF Tool that will automatically
convert PDF forms into accessible PDF forms? I don't
what to use the,"make accessible", plug-in by adobe.
I need a tool that does the job right all the way
through the form, without manual intervention. This
section 508 requirement by government agencies
is beginning to ware me out.
