Actually, the "best practice", and also lowest-cost approach for that would be:
1. Put the form on the Intranet
That is no big deal at all; you create the form, and make it available on the Intranet, just like any other file.
2. People fill in the form
That is indeed no problem ... well almost no problem, but might have more to do with the form as a form than the technology <g>.
3. People submit the data to a server
That server is located on the Intranet and is responsible for the following steps.
4. Populate the database
This will be done by the above mentioned server application ... just as it would happen in a HTML environment.
5. Fill out the form
This will be done by the above mentioned server. You will have the options to "flatten" some fields, which means that they now become part of the base of the PDF, and can no longer be edited by the end user (if that is a requirement).
6. Send the filled out document to you Sure, that's what you would do from that server.
7. Send the filled out document to the user And then, the end user can save that filled out form locally.
Note that this approach will work using the standard Reader, and will not require Extended Rights for Reader. If you are using Extended Rights, you will not need the server-side filling out for making the form locally saveable. The same applies if your users work with Acrobat (full versions) or Approval.
