[PDF-Forms] Rollover Help Messages

Is there anyway to create a floating rollover help field?  I know I can create one for each field (but that creates a mess of fields on a busy form), or I can pick a spot on the page and have a different help text appear in that box for all fields but I want one that floats on top, so to speak, so that no matter where the user scrolls to on the page they can see the help.  I tried creating a header and footer type space but when the user scrolls down to the middle of the form they no longer see the top and bottom of the page.  Thanks for any ideas.
