For what it's worth I have just finished demoing a service from FormRouter that allows users with Reader to securely fill in and submit forms (pdf or html) at $2500 US per document. I don't know what Adobe Document Server offers up and above and FormRouter?

That is the beauty of free enterprise, someone will hopefully see that need and exploit it and kick Adobe's @$$, then they will have to lower the price, but then again look how well this has worked in the oil/gas market and healthcare industries here in the good ol' U.S. of A.(being sarcastic of course) Sorry, I will stop now, on to issues that will actually help users on this group.

The real kicker is that the price doesn't go down until you're looking at over 100 licenses (your first 'Mil...) I'd sure like to know the justification of that price (besides the usual "that's capitalism" rhetoric).
