I suppose that we have to use Acrobat Catalog ( which comes with full version of Acrobat) to create Index.

My question is that once an indexed PDF file is created, can we search it by using Acrobat Reader
Yes, but for older Reader's versions be sure that you have Reader + Search installed. There was 2 versions, with Search, and without.
OR we have to use some Searching Tool. Also would each user of CD require full Acrobat Reader or the free Reader will do? What about the Licensing issue?
Just beware that Reader/Acrobat version 6.x are not compatible with previous index, and previous index are not compatible with versions 6.x..
==> You must provide 2 index versions on the CD-Rom if you want users to be able to use all Reader's versions.
