No, but thanks since checking that out helped me figure out
the root cause. Since I work mainly with text fields I was using this
button when trying to set tab order. As soon as I chose the 'Select Object
Tool'(arrow graphic) the set tab option reappeared in the
submenu.

Anything other than "Unspecified" select under the Pages Tab > "Page
Properties" > "Tab Order" ?
