So far the advice you've received here tells you how to set the file open options in 
Acrobat once you have a pdf file. However, there are also ways to set these options as 
you create the file and if have a lot of files to create it can save you time.

If the file is created in MSWord, and you have Acrobat 5 or you are using Jaws PDF 
Creator, the Word Macros installed by these applications allow you to define these 
settings.

In Acrobat 5:
Acrobat > Change Conversion Settings...
Select the  Display Options tab.
Select "Bookmarks and Page" and set the Open Magnification to 100%.

Note: Unfortunately the Acrobat 6 macro seems to have removed these display options.

In Jaws PDF Creator:
File > Jaws PDF Creator > Settings...
Select the Document tab.
For Initial View select Page and Bookmarks, for Magnification select Default (default 
is 100%).

If the file is being created from FrameMaker:
In the PDF Setup you can choose to generate bookmarks and if you do so the PDF will be 
set to automatically display them. 
You can also set the pdf open magnification in the PDF Setup in FrameMaker 7.

Finally if you are creating files from an application that doesn't have the robust 
support for PDF features that you find in Word and FrameMaker there are ways to use 
pdfmarks to add this functionality. This is undertaking for someone who has more 
advanced knowledge of pdf and is not afraid to tackle something a little technical. If 
you are interested in more information on pdfmarks and how to use them you can
