         That's your problem...

         The PDF.OCX is not, nor has it ever been, a supported developer 
tool.  Any use of it beyond MSIE's use to display PDF's in web pages is not 
approved by Adobe and has never been guaranteed to work.

         Yes, you need to abandon this approach and go license a 3rd party 
PDF viewing component.
