With the vast number and versions of e-mail clients, I'm sure there's
one where that's possible. But then, you would need to be sure the
recipient had that e-mail package.
The general answer is no - in fact it's a dicey chance to take sending
simple HTML! AOL mail tends to chop it up, Outlook uses Rich Text that
is only compatible with other Outlook clients (and sometimes not even
Outlook Express), although it handles HTML okay... but not if I'm
viewing my work mail from home using a web-interface.
However almost all modern browsers support PDF, and the most economical
- as well as consistent and polite way to make sure the user sees your
PDF properly without the hassle of downloading an attachement, is to put
a weblink that points to a PDF uploaded to a website. You don't even
need an HTML page to link to it; for instance:

Hope this helps!

Subject: [PDF] Viewing PDFs within email
Is it possible to embed a PDF in an email so that it displays as part of
the email, rather than an attachment that has to be opened separately?
