There is none such. What you are asking for is the ability to detect whether 1 bit data would be an "adequate" representation of 24 bit data. Do you really want to trust a machine to make that judgement? Such a process, were it to exist, would have to interpret the color images, making judgement calls about the "relevance" of pixels that differ from black or white. Since ALL color scans (including scans of bi-tonal pages) generate LOTS of pixels that are neither black nor white... well, I would not want to be responsible for the "results" delivered by such a process.
