Yes, it most certainly is.
You can use Acrobat Professional to add the form fields, and then a 3rd party tool such as ARTS Variform to populate from a databqase.
Or, do you have to create a PDF form from scratch?? Is there software available to make the generation of PDF forms easier??
There are other tools. What specifically did you have in mind??
