Browsers such as Explorer support PDF viewing within their application unless users (such as myself) disable this option within the preference settings and/or choose to download the file to view later.

If you use this method, provide a link to both the PDF (view) and ZIP (download). That way people that know how to use their browser can skip the whole unzipping process and just download the PDF directly.
