That's strange. I don't think Reader is supposed to do that. What does your "email button" actually do??

re-populates the fields with the info from the FDF.

Yes, Reader has always done this. However, keep in mind that there is no way for a user of Reader to save the PDF with the field data included (unless the PDF is "Reader Enabled").
