Technical term I think is "rights enabled." Which requires you to have the Adobe document Server for Reader Extensions to enable a PDF doc. Yes, Reader has always done this. However, keep in mind that there is no way for a user of Reader to save the PDF with the field data included (unless the PDF is "Reader Enabled").
