You're missing only the fact that Adobe got you! The feature for setting tab order in Acro5 was much better than Acro6, as you have found out. There are two ways around it: 1) set the tab order of your fields in Acro 5; and 2) use onBlur scripts to set the focus to the next field. PITA, ain't it?

I have searched for a solution to this and can't find one. Setting the Tab
order in Acrobat 5 is easily done with the form tool and clicking on the
form fields in the order you want people to tab through your forms. However
in Acrobat 6 all I can find is, use row order or column order or document
structure. None of these seem to let me have the control I had in Acrobat 5.
Am I missing something?
