I am not sure that I understand what you are looking for exactly.
Conversion of the formats you listed to raster images (TIFF, JPEG, etc.) could be done by conversion to PDF and then PDF to raster...
BUT I don't understand what a "layer-wise saving" is? And since the formats you listed are raster, where text, images, shadings and borders come into play.
Can you please explain some more?
Please let me know if there's any software out there which exports these things to Illustrator's format .AI in particular.
Why would you want/need AI format? Are you talking about simple .ai, or do you need them to incorporate full "private data" as well??
