Acrobat Capture Plug-in is free with Acrobat 4 and Acrobat 5 (I don't
know about 6). You can OCR files of unlimited size in Acrobat 4, but
only 50 pages at a time in Acrobat 5. But in both cases you have to
click the files through one at a time manually.
 
To automate the entire process, Acrobat Capture 3.0 (the standalone
product that, despite its name, actually has nothing to do with Acrobat
or the Capture plug-in for Acrobat) will do the trick and is suitable
for very large numbers of PDF files. There is other software out there
that will do it as well.
 
Capture attempts to make the manual work of comparing the OCR text with
the original image as easy and efficient as possible. By the sound of
it, this feature alone will save you gobs of money. Your basic Capture
3.0 licence will let you have five people manually reviewing and fixing
the OCR at any one time.
