Run the Distiller, select Settings on the menubar, select Security on the menu, set 
the security settings you want to enforce. This will set security for every PDF 
created with that Distiller.

I wasn't aware that you COULD do such a thing in the distiller settings.  I only know 
some of the basic settings for distiller, so perhaps it's possible, but it's beyond me 
at this point.

I will check out your software suggestion there.  

Still boggles my mind because I could SWEAR there was a way to control this through 
those Javascripts folders.  Something there that would display toolbars (or hide 
them), and possibly disable features.  If I could do that, it would suffice for this 
project, because the users would be completely unaware of the settings, and there 
would be no need for a complicated batch process.
