Try BCL Magellan 6.5. It'll preserve the appearance of your PDF pages in HTML (using HTML code for text and images, so the content is still searchable). It will add some mavigation features such as an HTML version of the PDF bookmarks, and thumbnails of the individual pages. However, you could also design your own navigation and just plug in the HTML pages that Magellan creates. A free demo of Magellan is available from our website at http://www.bcltechnologies.com.
