In short: you start by helping users with their questions, by participating in design discussions, by fixing bugs and adding functionality and submitting these changes as patches via JIRA [1]. If you submit substantial changes you will have to submit an ICLA [2] before your contributions can be accepted. Once the existing committership gets to know you and you've shown that you're a regular contributor, you will be voted in to become a committer in no time. I hope that answers your question.
