That is an excellent way to solve this problem - and I would keep doing just this!
The problem with this is I must maintain controls outside the scope of adobe reader and it is confusing and difficult for users.
Perhaps you need to develop a better UI then, perhaps HTML/web browser based - or a custom desktop application...
If anyone knows of a way within Acrobat/Distiller/Reader to control what gets returned to the client when the user pages through/prints/emails the file I can really use some help here.
Only with a custom plugin...
