I think I know where the confusion is coming from...

The XpdfViewer control displays only a window and scrollbars - no
buttons, toolbars, etc.

It provides properties and methods to do all of the usual things (zoom,
print, change pages, etc.), but the developer needs to build the GUI
which calls these methods.

The customers I'm targeting are building custom apps around XpdfViewer,
so this is a feature, not a bug :-) -- they want to build their own GUI,
and don't want preexisting toolbars getting in the way.  But if you're
looking for a drop-in replacement for pdf.ocx, then yes, XpdfViewer is
missing the GUI.
