Whatever Adobe Legal says it is...


However, the general answer is that "you can not have Acrobat perform an operation for an individual who themselves is not licensed to use Acrobat for that purpose".

So, if you are simply automating your own stuff - that's fine, you have a license. HOWEVER, if someone else in the company (or world) can cause Acrobat to do something for them, and they don't have a license for Acrobat, then you are violating the Acrobat EULA.
