Your reference to "simple PDF wrapper" suggests you think TIFF files are embedded in PDF files. They are not. PDF files contain the pixel data from the TIFF file, so there is no way around analysing the TIFF file and extracting the scan lines; usually decompressing them too. This requires a detailed knowledge of both the TIFF and PDF formats. If you want to start on this route you will either need libraries that handle this, or to spend a lot of time reading the TIFF and PDF specifications in full.
