Yes, you do indeed need to learn C to write a plugin for Acrobat...

Probably not.


First comes learning C.
Then you'd need to learn the SDK for PDF/Acrobat features
Then you'd need to learn Windows/Mac OS, since what you are trying to do is related to OS/platform features as well.
