It means EXACTLY what it says...
Someone sent you an encrypted PDF. You converted it back to Postscript (for some unknown reason), and then tried at some later point to reDistill that Postscript. Acrobat doesn't allow that.
You either need to contact the person who sent the PDF and get an unencrypted one - OR find a PDF-native solution for whatever you are doing in Postsript.
