I am no VB programmer but the way I do it on the web is just right that
database record to the FDF or XFDF format and use the parameter to link back to
the main PDF template...This will reduce the overhead of trying to write the
whole PDF file...

FDF Example:

%FDF-1.2
1 0 obj <<
/FDF <<
/Fields
[
<< /T (amort_type) /V (Fixed)>>
<< /T (assets_total) /V (1000)>>
<< /T (autos_value) /V (20000)>>
<< /T (base_income_total) /V (30000)>>
<< /T (bonuses_total) /V (1000)>>
<< /T (borrowers_date) /V (Sat Jan 17 09:37:00 GMT-0500 (Eastern Standard Time)
2004)>>
<< /T (cash) /V (0)>>
]
