I believe that this is the problem that I was seeing and the solution turned
out to be only doing the sequence number increment if it's the first (real)
request. While there are probably other tests that would work, the one I'm
now using is
if len(Request.ServerVariables("HTTP_REFERER"))>0 Then
SequenceNumber = SequenceNumber + 1
End if
With the addition of these lines the code now works correctly in both IE6
and Mozilla 1.6.

Perhaps this is relevant. Two or three requests are normal for IE.
