Ok. I have reduced my command line size to 232. But the
encryption still doesn't work. Any further ideas?
\gs\gs8.13\bin\gswin32c -I\gs\gs8.13\lib;C:\gs\fonts -sDEVICE=pdfwrite
-dNOPAUSE -dSAFER -dKeylength=128 -dEncryptionR=3 -sOwnerPassword=owner
-sUserPassword=user -dCompatibilityLevel=1.4 -sOutputFile="\temp\temp.pdf"
\temp\temp.ps
Thanks,

First and foremost is that Windows has a maximum command line length of 255 characters - yours is 285 :(. Fix that and then try again...
