This is possible, of course, but it isn't as straightforward as just whipping out the data and making a font file. If you are fully familiar with TrueType font internals you may be able to do this. Some members of the group may also have concerns about giving advice in this area, because of font copyright issues; whatever your requirements such advice is permanently archived and attributed. There are already enough font vendors threatening to withdraw PDF licensing for their fonts without giving them more encouragement. It seems to me that you already have a tool that can view glyph codes, and it's called Acrobat. You've already started the mapping from glyph codes to visual aspect, so why not continue? I don't think going down the path you are trying to go down will make your task quicker or easier. If it is too tedious to work through the file, why not concoct a new PDF which shows the entire set of glyph codes, using the same (untouched) font data.
