I would also consider PDFlib from http://www.pdflib.org. PDFlib is a good tool for seasoned programmers. They are from Germany I think.

I have used this in conjunction with Xerox and have found it very helpful. I have used it in production for years and have not yet found a bug. There is a yahoo groups list as well. Support is good. The manual is well written.

There is a C++ binding and does everything on your list. From what I can tell on your list, you will need PDFLib+PDI.

I have also tried using Adobe's PDFL as mentioned below. This is a good tool as well. Overall, it cost to much for what I wanted to accomplish and it did not come with some bindings I wanted.

Three options if you want to use Adobe's API:

1) Acrobat/Reader plugins.  Various restrictions on "server use" may prevent
this from being suitable.
2) Adobe's PDFL, a rather pricey and hard-to-get DLL that has the vast
majority of the plugin API, but with the UI calls stripped out.
3) Zeon's PDFCore.  It mimics Adobe's PDFL as much as possible.

We're working with Zeon's PDFCore right now.  I'm quite happy with their
technology, though their customer relations sometimes leave something to be
desired.

The Good: The get bugs fixed fast, the product is stable. They follow a
"release early, release often" style of development. Their tech support
emails get turned around in a day or so (they're in... Taiwan?).


The Bad: Their docs aren't very helpful.  There's no way to be automatically
notified with they release a new version of a product you've licensed (as
they often do).  It's not clear what changes from one release to the next,
unless their support specifically says "your bug will be fixed in vX.Y.Z".
Even then, you don't know what else might be in there, so you don't know
what else might need testing.
