Seems like none of the icons is found.

Perhaps there could be problem with the path mapping in cygwin. Where have 
you installed PDFedit and what path have you tried to set as the icon path? 
This problem could be result of moving pdfedit to another location than the 
original installation location. Have you extracted PDFedit in the directory 
three where cygwin is located, or have you extracted it somewhere else?
