PDFedit does not require any specific X Window System version. Install 
whatever version is available in your sygwin installation
As for the other packages - you will need only qt3 and freetype libraries 
(and the X server, of course, use xfree86 or xorg). These should be enough 
for pdfedit to work.

In cyrrent cygwin, these are the required packages:
freetype2
libfreetype26
qt3
xorg-x11-xwin

If you want to compile the application yourself, you'll need also compiler 
and the development packages:
qt3-bin, qt3-devel, gcc-g++, make, perl, boost, boost-devel, 
libfreetype2-devel, binutils, libxslt, docbook-xsl
