It is a bug. I haven't seen blank pages like that for a while, so I'd suggest updating to the latest pdfedit release (or cvs if you have to compile it yourself anyway), and then reporting a bug if it still occurs. It might actually be the same as a couple of the bugs that are still open... BTW, I'm not one of the developers... they might give you different advice I suppose.
