You need to run the cygwin installer again and install qt3 - it should
be in the instructions that are on the website and in the pdfedit
tarball somewhere. There are also a couple of other packages you
need... libpng or something like that.

Installed cygwin/x then extracted PDFedit to cygwin directory. Tried to
open the PDFedit executable and only this error:
"This application has failed to start because cygqt-mt-3.dll was not
found. Re-installing the application may fix this problem."
Tried downloading again and extracting but no luck getting this program
to work at all. Any help would be appreciated. I can't find that DLL
file anywhere.
