We are prompting for a password if a document contains Encrypt
dictionary. This doesn't necesarily means that it is protected by a
password (it can be empty) but we are not checking that.
Well we might try to enter an empty password but please note that such a
protected documents are read only in PDFedit...

I do not think so, but maybe you can script it somehow.
