This sounds good to me!

Ed has a fix that addresses this on the `proj4fix` branch
<https://github.com/PDLPorters/pdl/pull/87> by collecting all the
library detection into a single Alien::Proj4 module.

If this gets in the next DEV release for PDL and everything is fine on
CPAN Testers, I think that PDL 2.008 should be ready.
