Does the Build.PL generate a valid compile line for gcc?  It looks like
there are some fishy quotes in what you posted.  My bet is still on the
newer EUMM with the "fixes for whitespace" but clearly,  the just strip
quotes is not enough for CMD.exe quoting since it only has "s and doubles
them to "escape"...   Yuck!
