I've managed to build PDL::Graphics::PLplot 0.71 with some hand tweaking on cygwin. The current plplot git master compiles and builds out of the box. The changes to the PGPLplot Makefile.PL were to ensure that the environment variables $PLPLOT_INCDIR and $PLPLOT_LIBDIR were set correctly and I had to set the library name to libplplot.dll.a in order to find it.
