Good localtime()! I have added Appveyor support to PDL so now all commits and pull requests will be built on Windows automatically (under Strawberry Perl) in addition to the Linux builds on Travis-CI[^osx].
You can see an example on the test-cleanup-3 branch PR <https://github.com/PDLPorters/pdl/pull/109> (scroll to the bottom). Cygwin and ActivePerl might be possible in the future, but I have not investigated those possibilities yet.
