Happy New Year- I was reading the blog by Niel Bowers at http://neilb.org/2015/12/22/cpan-river-water-quality.html and thought his criteria seem reasonable to me.
PDL doesn't make the cut because of the high number of test failures in CPAN Testers reports, currently: PASS (367) FAIL (23) NA (18) UNKNOWN (11) . The good news is that 22 of the FAIL reports are for some flavor of *BSD systems and 8 of the UNKNOWN reports are for some flavor of *BSD as well. It appears that we can meet the clean waters standard if we fix the problems on those specific BSD platforms. From a quick look, it seems that there are only 2 types of FAIL bugs. Happy PDL-ing!
