I think your first step would be to liaise with the Ubuntu folks and see what they say. I expect it would just involve making a suitable Ubuntu package, and hosting it somewhere on a PPA. I also think you'd want to make it fairly small, and work with the existing Perl package there, avoiding the kitchen sink approach.
