I think your first step would be to liaise with the Ubuntu folks and see
what they say. I expect it would just involve making a suitable Ubuntu
package, and hosting it somewhere on a PPA. I also think you'd want to make
it fairly small, and work with the existing Perl package there, avoiding the
kitchen sink approach.

Subject: [Pdl-devel] apt-get PDL

What’s the status of PDL installation on Debian/Ubuntu?

Is there a viable pdl package? What about things like pgplot?

Should we be thinking about a ‘apt-get scipdl’ or something more modular?
The SciPDL ‘kitchen sink’ approach seems to work well on OS X.

One thing I was thinking is this might be a new route to a Windows PDL, as
Microsoft is working on a ‘Linux subsystem for Windows’ which apparently
means bash and Ubuntu binaries will ‘just work’.

Comments? I am thinking about putting some effort in here under my ’SciPDL’
hat.
