PDL moves relatively quickly, and not all packagers keep up. Debian experimental has the latest version packaged.
However, I use Ubuntu, and perlbrew (with a local::lib), for my development of PDL itself. If you want to just use PDL with the system Perl, then e.g. Debian experimental may meet your needs.
