You can also add the government of the USA to the list, who was
very indecisive about which side to enter the war on, until the
Japanese attack on Pearl Harbour forced their hand. There was a
lot of sympathy for the German National Socialist movement, and
it's anti Semitic views in the US government of the day. FWIW,
the Canadian government had a pretty abysmal record during that
time from also, what with deporting Canadian citizens of
Japanese descent from the B.C. coastal fishing villages and
refusing to allow shiploads of Jewish refugees to land in
Halifax.
